# Painting subcontractors for new homes and remodels

Residential finish trades

You need the agreed finish and a clear return plan after other trades leave. Price preparation, coating stages, and touch-up as distinct responsibilities.

## Painting subcontractor scope and touch-up visits

Start your painting bid with a surface schedule. Name each room or exterior area, the substrate, proposed preparation, primer, finish product, color, and sheen. Ask the painting subcontractor to identify omissions before you award the work. Painters' duties include preparation, protection, and application. [BLS painting scope][paint-bls]

For a new home, separate wall and ceiling work from doors, trim, cabinets, and exterior coatings. For a remodel, mark retained finishes, damaged areas, and occupied rooms. Agree what happens when preparation reveals an unsound existing coating. Avoid leaving that decision until a room is masked and the crew is waiting.

### Plan visits around the surfaces

Build the sequence with the [drywall finisher](/trades/drywall/) and [trim carpenter](/trades/trim-carpentry/). Ask when surfaces are accepted, when trim is installed, and which coats can be completed before flooring and electrical finish. Put the final touch-up visit after the agreed remaining work. Adjust that plan for prefinished trim and occupied remodel areas.

Ask who protects cabinets, floors, hardware, and fixtures at each visit. Have the painter record incomplete preparation before coating. Identify the person who approves a change in color or sheen. Keep room names and the finish schedule together so a later return crew can follow the same specification.

Preparation deserves its own acceptance check. Sherwin-Williams links peeling to poor adhesion on hard, slick, or glossy surfaces and describes cleaning and surface preparation remedies. [Adhesion guidance][adhesion]

Ask the contractor to explain the selected system for the actual surface. Request a trial area when adhesion or appearance is uncertain. Put unresolved substrate conditions back to the GC before widespread coating. Follow the named product's instructions rather than prescribing one primer for every retained finish.

### Check NC licensing and remodel requirements

G.S. 87-1 ties the $40,000 GC threshold to the undertaking and who contracts for it. It distinguishes work for a licensed GC from work for an unlicensed customer. Ask the board how your contract fits that definition. [NC contracting definition](https://www.ncleg.gov/enactedlegislation/statutes/html/bysection/chapter_87/gs_87-1.html)

Collect applicable license evidence and a [certificate of insurance (COI)](/guides/check-subcontractor-insurance/) under the firm you contract with. Verify the policy details directly. Ask who leads the assigned crew, which rooms they can cover, and who handles warranty work. Get separate written responsibility for surface failure and damage from later trades.

Before sanding or scraping a covered older building, check the RRP requirements. EPA generally requires certification for paid work disturbing paint in qualifying pre-1978 housing. Exceptions and covered activities matter. [Contractor RRP guidance][epa]

Raleigh's residential inspection list does not name a cosmetic paint inspection. [City inspection list][raleigh]

Ask the permit holder about any other conditions affecting your project. Use the approved sample and scope for appearance acceptance. Keep the builder's finish walkthrough distinct from the permit record.

### Review the work at detail scale

Ask for preparation photos and completed views of ceiling cut lines, door edges, trim joints, and repaired-to-retained transitions. Include an exterior example when that work is in the bid. Request the product identity and the painter's role in each job. Do not judge occupied-remodel capability from an empty new-build room alone.

For the [punch list](/glossary/#punch-list), mark uneven appearance, missed edges, drips, and damaged finishes by room. Photograph the location before cleaning or repair. For peeling, examine the underlying surface with the painter instead of adding another coat immediately. Use the manufacturer's adhesion guidance to frame the review. [Peeling mechanisms][adhesion]

Agree who stores labeled touch-up material and who receives the coating schedule. Record the room, color, sheen, and product together. Ask for an explicit date for the last walkthrough and a plan for unresolved areas. Avoid treating an open-ended promise to return as a scheduled visit.

For a job across state lines, use the [workers' compensation state table](/research/workers-comp-by-state/) to frame coverage questions for your insurer. Check the actual company and crew before mobilizing.

## For painting subs and crews

Introduce the kind of work you want: production interiors, custom trim, exterior repainting, or occupied remodels. Lead with a matching project and a clear explanation of your preparation work. State who estimates, who leads the crew, and who returns for punch.

Build your portfolio as a sequence. Show the surface before preparation, the accepted trial area, and the final finish. Include cut lines and door edges in ordinary room lighting.

Caption the substrate and coating system. Ask the customer before sharing private interiors.

Before accepting builder work, ask about room release, protection, material ownership, and invoice approval. Price selection changes and later-trade damage separately in your proposal. Confirm how the final touch-up visit affects completion and payment.

Use the [callback and warranty checklist](/guides/callbacks-and-warranty-work/) to agree the return-work contact and records. Have the builder identify the person who can authorize additional preparation.

Bring the approved room schedule and labeled materials to each return visit. Send a concise update when site access or surface readiness changes. Ask for a builder reference after the punch work is accepted. Present that reference alongside comparable finish details rather than promising a perfect result on every surface.

## Examples from the field

*Illustrative examples, not member stories*

### New-home finish schedule (illustrative)

Your interior package includes walls, doors, and trim with different finishes. Keep the room, product, color, and sheen together for the working crew and touch-up visit.

### Retained coating in a remodel (illustrative)

Your crew finds an unsound existing coating during preparation. Document the condition and obtain the agreed preparation decision before coating the full area.

### Damage after finish acceptance (illustrative)

A later trade damages an accepted painted wall. Mark the location and responsibility, then give the return crew the original coating schedule.

## Questions

### How early should painters join new-build planning?

Include the painter when you settle surfaces, products, finish expectations, and access. Request an estimate before fixing the room-release sequence.

### At which construction stage can interior paint work start?

Ask the painter to accept each substrate and the site conditions. Release rooms against the agreed preparation and coating plan.

### What sequence will painters use for ceilings, walls, trim and doors?

Request a written sequence for your particular finishes. Coordinate it with installed trim, cabinets, flooring, and electrical finish.

### At what point are the final paint repairs scheduled?

Reserve a defined return visit after the agreed remaining trades finish. Walk the marked punch list with the painter.

### What scope details belong in a new-build painting quote?

List surfaces, preparation, products, sheen, protection, cleanup, exclusions, and return work. Identify who supplies the labeled touch-up material.
